The Daily Dispatch was wrong in publishing the photograph, because according to The National Press Photographers Association code of Ethics it is stated that “primary goal of photojournalist is the faithful and comprehensive depiction of the subject at hand", so the photographer did his job and now the editor had to assign someone to edit the photograph which was not done.
This photograph questions the line between journalistic ethics and professionalism. Journalists or the editor must edit photographs that may seem offensive or brutal to readers. Daily Dispatch was supposed to edit the photograph in a way that the picture will not be offensive or misleading to their readers. Most Newspapers publish photographs without thinking of how their readers will interpret the photo ?, instead they are driven by profit as they know that the publication will most probably be sold out by the end of the day.
Editors should think about their readers and also think about the reputation of the newspaper.
